The idea

A fraction, a decimal and a percentage can name the same amount: 38=0.375=37.5%\tfrac{3}{8} = 0.375 = 37.5\%. Percent means out of 100100.

  1. Fraction to decimal: divide the top by the bottom.
  2. Decimal to percentage: multiply by 100100.
  3. To compare or order, change them all into one form, usually decimals.

Watch out 0.040.04 is 4%4\%, not 40%40\%: move the point two places.
